What is a good interest rate for a student credit card?

I am 18, just finished my freshman year of college, and am looking to get a credit card so that I can start building my credit. What is the best interest rate I can expect on a student card? I got an offer in the mail for the Discover student card, and that had an interest rate of 17% which seemed really high to me.

Also, do I have to get a student card at all? Would it be better to get a regular card? Would I even be approved for one with little to no credit?

I didn't ask for a lecture about using a credit card, I asked about interest rates. I've had a job since I was 15, and I'm not a bubble-headed teenage girl who will use the card to buy clothes. I go to college out of state and the card will be primarily for emergencies and for things my parents would ordinarily pay for, like my prescriptions.
