I wanted to know how I could recieve debit card and credit card payments from my clients via phone, internet or in person with little to no fee on my or their behalf.
What is this kind of payment system called? where can I acquire it? How do I set it up?

If you don't want to pay a set-up fee, you can use paypal (although not over the phone).
Otherwise, you need a merchant system like worldpay. this isn't cheap, though - it will cost a few hundred dollars a year to set up and they take a percentage of what you charge.
It will let you take credit and debit cards over the phone - for around 3% of what you charge.
